History
SEA was formed as an Engineering Consulting company in early 2023, in direct response to the damage done by Hurricane IAN to Boca Grande, especially the loss of the main cell tower and severing of most direct land line and fiber optic connectivity. SEA is a Doing Business As (“DBA”) subsidiary of Gatorbot, LLC, which was established 01/17/2017 to provide advanced engineering services.

Experience
The principals at SEA have more than 65 years experience in supporting efforts across numerous commercial programs and organizations, Public Safety, Homeland Security agencies, commercial, and Department of Defense projects.
SEA has broad system engineering, acquisition and management experience supporting Special Projects in numerous technology areas including Artificial Intelligence (“AI”), Cryptography, Internet of Things (“IoT”), Hardware, Firmware, and Chip Design, Software Development, Operation Center engineering, Joint C2/ Advanced Communications development, Air Defense sensors, weapons and systems, Nuclear Biological and Chemical (“NBC”) effects/ survivability, Multi-service systems, Aerostat systems, Aviation systems, Infrared/ Electro Optical (“IR/EO”) systems, Synthetic Aperture Radar (“SAR”) systems, Unmanned Vehicle (“UV”) development/ operational integration, and the general transition of critical technologies.

Jon Pellant
Mr Pellant is an engineer designing IoT, Electrical Engineering, Systems Engineering, Signal Processing, and Decision & Process Automation solutions. His resume includes: Rulesware, IBM, Pega, Firepond, Rosemount Aerospace, Bell Northern Research, and University of Minnesota Microcomputer Research Center. He has provided services to many companies including: Boeing, General Dynamics, General Electric, Department of Homeland Security, and NYC. Jon’s experience includes: AI, Cryptography, Communications, Signal Processing, Rules Engines, Process Automation, Programming, and Networking. Jon attended University of Minnesota, Massachusetts Institute of Technology, and Stanford University and has degrees in electrical engineering and certificates in artificial intelligence. He is a member of Amateur Radio Emergency Services (“ARES”) Charlotte County, FL (“CCFLARES.ORG”), Sarasota County, FL (SRQARES), and also serves on the board of directors for Amateur Radio Disaster Communications Network (“ARDCN”) in the state of Florida. Jon has a wealth of experience in emergency communications having supported large operations in Florida, Boston, and NYC including: Sandy disaster response (NYC), Irma & Ian disaster responses (FL), Boston Marathon, Head of the Charles Regatta, NYC Marathon, NYFD ARES Training, Regional and National Boy Scout Jamborees.
Jon lives in Englewood, FL with his wife Dana (Nurse at Boca Grande Health Clinic) and holds both General Mobile Radio Services (WRCG386) and Amateur Radio Extra Class (W1JP) Licenses. Jon also holds an FAA Pilots License (PMELI).
Jon Blincoe
Mr Blincoe has 45+ years in both the private sector and government engineering, management, and operational field experience in transitioning advanced technologies to support Military, Homeland Defense, and Public Safety operations.
These areas include Joint Multinational Command and Control ("C2"), Advanced Communications development, integration of Air Defense sensors and weapons systems, Nuclear Biological and Chemical (“NBC”) effects and survivability, Multi-Service Systems, Aerostat, Airship & Aviation systems, Infrared & Electro Optical systems, Electronic Warfare systems, and Unmanned Vehicle (“UV”) development and operational integration.
During the latter part of his government service, Mr Blincoe was considered a Subject Matter Expert (“SME”) in development and rapid deployment of large scale Operations Centers, and supported numerous USMC, Navy, Air Force, Army, Special Operations, and Special Projects communities.
During Operation Iraqi Freedom (“OIF”), Mr Blincoe coordinated and deployed in theater with a large team that rapidly built both a several hundred person main Marine Expeditionary Force Combat Operations Center (“MEF COC”) and a Jump COC. This effort was in direct support of the Commanding General’s movement of the 1st Marine Expeditionary Force from Kuwait to Baghdad. After the initial deployment of the MEF COC, Mr Blincoe continued directing MEF COC updates during the course of OIF deployments 2–5, as well as an effort to develop an advanced roll on/off Airborne COC that could be rapidly deployed on joint service C130s.
In the years after 9/11, Mr. Blincoe provided critical C2 infrastructure, personnel, and expertise to 1st Air Force, the Secret Service, and various other agencies in support of Homeland Security operations protecting Presidential level VIP’s and critical facilities.
During and immediately after 9/11, Mr. Blincoe coordinated a direct effort to provide the primary Air Sovereignty for Homeland Defense C2 infrastructure in supporting the Commanding General of 1st Air Force in the defense of the Eastern seaboard. This effort specifically provided the Air Force with the capabilities required to integrate eastern seaboard air tracks between the Air Force, Navy, FAA sensor grid, and multiple service tactical sensor assets. This allowed a much more effective Air National Guard F16 Combat Air Patrol over the Nation’s Capital and NorthEast corridor.
Mr. Blincoe also served for five years as a volunteer Enhanced EMT with the Spotsylvania County, Virginia Volunteer Rescue Squad (SVRS) and also attended the FireFighter I/II Academy gasining insight and experience in applying advanced defense technology to Public Safety and Home Security applications.
Mr Blincoe lives in Englewood, FL with his wife Sue Ann and holds both GMRS (WRXT 746) and Amateur Radio General class licenses (N1COC), with special expertise in Emergency Communications.
